Burke O'Neil has begun to bring a series of civil actions against the mercenary industry in an effort to hold the industry accountable for its wrongdoing.

Burke O'Neil also has been seeking accountability for those private corporations whose employees participated in torturing prisoners at Abu Ghraib and other prisons in Iraq. Burke O'Neil filed the first action in June 2004, only a few months after the scandal came to light, and the latest in May 2008. To date, although the military has court-martialed and convicted several of the torturers, the Department of Justice has failed to take any action against the private corporations involved in the same misconduct.
