Professional Experience
William F. Gould joined Burke O’Neil, LLC, in May 2008 after serving as a federal prosecutor with the U.S. Department of Justice for over ten years. Bill's practice focuses on corporate compliance work and litigation on behalf of pharmaceutical and medical device companies. Bill has extensive criminal and civil litigation experience in both public and private practice.
From January 2002 until joining Burke O’Neil, LLC, Bill was an Assistant United States Attorney and then a Managing Assistant United States Attorney in the U.S. Attorney’s Office for the Western District of Virginia. During his tenure in the Western District of Virginia, Bill investigated and tried a range of federal cases including RICO conspiracy, continuing criminal enterprise, capital murder, public corruption, white collar crime and fraud, cyber-crime, civil rights, immigration, narcotics, and environmental offenses. In addition, Bill investigated and prosecuted cases dealing with both domestic and international terrorism. Bill also litigated extensively before the U.S. Court of Appeals for the Fourth Circuit.
As the Managing Assistant United States Attorney, Bill supervised the District’s Charlottesville and Harrisonburg offices. In this position he was in charge of all aspects of the management of the two offices, including approving all new cases and proposed indictments; overseeing grand jury practice; acting as liaison to the judiciary, federal and local law enforcement agencies, and the Justice Department; and evaluating and supervising all attorneys and personnel, including the District’s Appellate Chief. In addition, Bill was appointed as a Special Assistant United States Attorney for two specially assigned investigations in the District of Columbia and in the Eastern District of Virginia.
From December 1997 until January 2002, Bill was an Assistant United States Attorney in the U.S. Attorney’s Office for the District of Columbia. In this position Bill served in the Sex Offense and Domestic Violence Section, the Appellate Division, and the General Felony Section. In the District of Columbia, Bill investigated and tried numerous cases involving various criminal offenses, with a focus on crimes against children. Bill also argued before the U.S. Court of Appeals for the D.C. Circuit and the D.C. Court of Appeals.
Prior to his government service, Bill was an associate with the law firms of Skadden, Arps, Slate, Meagher & Flom and Akin, Gump, Strauss, Hauer & Feld. He also served as a law clerk for the Honorable Morton A. Brody, U.S. District Court Judge in the District of Maine. From August 1999 until the present, Bill has been an adjunct professor of law at the University of Virginia School of Law where he teaches trial practice and in the area of criminal law.
Education
William F. Gould received his J.D. degree from the University of Virginia School of Law in 1990. He received his B.A. degree in 1987 from Washington and Jefferson College, where he was elected to Phi Beta Kappa.
